I have the honour to forward the enclos-

-ed copy of a letter addressed to me by Mr. N. G. Nolan, Chief
Interpreter of the Supreme Court, the record of whose services
will be found on page 322 of the Hongkong Civil Service List
for 1911.

Mr. Nolan's complaint is not the scale
of his salary, but the fact that, after long and exemplary
service of 21 years, a further period of 15 years' service is
required of him before he can reach his maximum salary. I am of
opinion that Mr. Nolan owing to his excellent character and
linguistic attainments has a strong claim for liberal considera-
-tion and I have, therefore, subject to your approval, provided
salary at the rate of £420 per annum for him in next year's
Estimates and I further recommend that he should receive his increments
